Different interest groups don’t bargain over the budget, they just add to it

(Note that I am a little cautious of any graph labeled total gov’t spending, due to it being a pain in the butt to add up the budgets of every city, county, and other municipality in the entire country over many years, but I think the graph may be accurate.)

So this graph came from a Forbes article, “Lessons From the Decades Long Upward March of Government Spending,” which notes that:

For me, the most notable fact about this chart is that the growth of government spending has been remarkably steady. The trend over the last 83 years has been for government spending to rise by 0.24 percent of GDP per year, and the correlation is strong: a linear regression on this trend has an R-squared value of 0.72, meaning that time explains most of the movement in government spending.

In other words, mission creep. If you’re clever, you might start to wonder what will happen if this trend keeps going. If you’re really clever, you might figure out that in 1847, the US must have had negative government spending.

Or maybe there’s more than just mission creep going on.

Wow. Spending pre-WWI looks radically different than spending post-WWII, and I don’t think it’s just the difference between GNP and GDP.

The graph ends at 2011, but 2015’s total gov’t spending is estimated at 6.2 trillion dollars, or 35% of GDP. (Though I’m wondering if that shouldn’t be 39%; someone take a look and tell me why they aren’t adding the 3% for debt. For that matter, they don’t seem to have Social Security listed, and SS is like 24% of the budget so that’s kind of huge if they left it out.) Federal spending seems to be at 21 or 24% of GDP. Obviously these are all estimates.

Prior to WWI, non-wartime government spending was practically flat. Spending as percent of GDP did remain elevated after the Civil war and even after the small bump of the War of 1812, but in both cases it gradually fell back toward pre-war levels, perhaps as much due to gradual economic recovery/growth as budget cuts. Immediately after WWI, it looks like the same process has begun, but then it doesn’t.

Let’s explore some possible reasons why:

1. Cold War Spending

Maintaining a nuclear arsenal plus a lot of aircraft carriers, fighter jets, and tanks costs a lot more than just trusting your citizens to bring their own guns to the next skirmish.

Defense spending is about 13% of the Federal budget, and 5% of total GDP, which is a bigger % than the entire Federal budget for the entire 1800s except for the Civil War.

The Cold War acts a lot like previous wars, but takes a lot longer.

 

2. The Income Tax

While there were some, shall we say, mini-income taxes proposed or passed to fund wars in the 1800s, the system really got going with the passage of the 16th Amendment in 1913. Look back at the graph; other than the effects of wars ending, (including the Cold War,) spending as % of GDP has been steadily on the increase ever since.

Prior to 1913, the Federal government got most of its money from tariffs, customs, and certain sales taxes. The Income Tax obviously made it much, much easier to increase tax revenues, regardless of the reason. One may wonder about the wisdom behind such a move:

During the two decades following the expiration of the Civil War income tax, the Greenback movement, the Labor Reform Party, the Populist Party, the Democratic Party and many others called for a graduated income tax.[6]

The Socialist Labor Party advocated a graduated income tax in 1887.[7] The Populist Party “demand[ed] a graduated income tax” in its 1892 platform.[8] The Democratic Party, led by William Jennings Bryan, advocated the income tax law passed in 1894,[9] and proposed an income tax in its 1908 platform.[10]

Looks like poor farmers and laborers wanted to increase taxes on the wealthy and get rid of taxes that fell on themselves. The government decided to go along with the scheme because hey, free money. So you I guess you have the socialists to thank for your nukes.

Interestingly, William Jennings Bryan, one of the populist popularizers of the idea of the income tax as a means of freeing the people from the shackles of the gold standard, (“You shall not crucify mankind upon a cross of gold!“) was an anti-Darwinist who lobbied for (and got) state laws banning the teaching of evolution in public schools and represented the prosecution in the Scopes Trial in 1925. According to the Wikipedia, he opposed evolution not only on the regular religious grounds, but also because he feared its use as an weapon of war, ie the Social Darwinism being promoted by the Germans.

The US officially switched to fiat money in 1976, well into our long rise.

If the Federal government were still limited to customs and excise taxes, this would be a much smaller pie.

 

3. The Federal Reserve

Like the Income Tax, the Federal Reserve Bank of the US was founded in 1913–boy was Woodrow Wilson busy. It purpose was to stabilize the banking industry and prevent bank runs from wrecking the economy, and I believe it serves as one of the major lenders to the US government, letting them spend more than they take in.

I am basically  ambivalent on questions like, “Is the Fed a good thing?” or “Should we allow fractional reserve banking?” until I know more, but I am a little sympathetic toward the Fed just because QE is one of the few things anyone in government has actually done to try to fix the economy.

4. Suffrage

The percent of Americans who are legally allowed to vote and actually do so has increased from <5% in the late 1700s to almost 45% today. (Wikipedia)

Back in the 1700s/early 1800s, only free adult males who owned property were allowed to vote; the laws were set by state and so varied a bit–in some places property owning women could vote, for example; ethnicity was probably a concern here and there.

The first major expansion of the franchise occurred between 1792 and 1856, as the property requirements were repealed state-by-state. Looks like several states abolished theirs around 1820, including NY and AL. (Actually, looks like Alabama entered the Union around them with no property requirement to start with.)

I’m guessing the 1866 dip is due to disenfranchisement of Southerners due to the Civil War.

Racial restrictions on voting were removed in 1869. The black vote does not represent a very large expansion in suffrage just because black men were a relatively small % of the overall population at the time and the KKK and other groups were effectively preventing them, especially by the early 1900s, from voting.

The biggest single jump in the graph begins around 1920, when women were allowed to vote–an expansion that more than doubled the size of the voting population.

Since then, there have been a few small expansions–the elimination of poll taxes and other impediments to voting; the voting age switched from 21 to 18, etc.

Overall, I don’t think I’m going out on a limb to say that women seem to prefer spending on social welfare projects, and men prefer spending on armies.

You might think that different interest groups would argue over the budget until they come to a reasonable compromise, or that one year Democrats would pass all of their ideas, and then a Republican administration would come along, repeal it all, and pass their own agenda.

But this doesn’t happen; it’s been over 40 years since Roe vs. Wade, and Republicans still haven’t gotten rid of it.

Once one side passes a spending program, it’s virtually guaranteed to stay.

 

5. Modern Mass-Media

As I have discussed before, recent (ie, in the past 100 or so years) technological advances have created a completely novel memetic environment. For almost the entirety of human history, people got almost all of the information about the world around them from the people around them, principally their parents, grandparents, and tribal/village elders. Information passed vertically in this way I refer to as “meme mitochondria,” due to their similarity to the mitochondrial DNA passed down from mother to child.

Since the invention of the printing press, and increasingly since radio, TV, and the internet, people have gotten more and more of their information about the world from these sources. Information thus passed horizontally I call “meme viruses,” due to the similarity with the horizontal spread of conventional viruses. (I’d call them “viral memes,” but that name’s taken.)

I theorize that evolution selects for meme mitochondria that maximize the chances of their own reproduction, that is, since they are passed largely from parent to child, they are ideas that encourage high natality, personal survival, and loyalty to family and tribe. Meme mitochondria do not need to encourage any kind of loyalty to people outside one’s tribe or protect their lives in any way.

Meme viruses, being spread horizontally, succeed by promoting the common good of the group, but do not need to promote the welfare of the individual, nor natality.

Modern mass communication technologies, therefore, have created a completely evolutionarily novel selective environment in which horizontal meme transmission has become dominant over vertical transmission for the first time in all of human history, which may in turn cause people to demand radically different things of their governments, like social welfare spending or legalized gay marriage.

 

6. Longer Life Expectancies

The single biggest expense in the government budget is old people:

Anyway, Social Security is the single largest item in the Federal budget at 24%, and pensions and Medicare add quite a bit more–overall, I wouldn’t be surprised if old people received a full half of government budget dollars.

“But wait,” I hear you saying, “Social Security is totally special and not a real government expenditure because I paid into it and therefore it’s something I’m entitled to but totally not an entitlement.”

Well, no. Not really. Sorry, but Social Security is a ponzi scheme. You don’t pay into it and then get your own money back out. The money you put in now goes to pay retirees right now. When you retire in the future, future workers will pay for you.

The whole system was thought up during a time of expanding population growth, when there were plenty of new workers around to pay for old workers to retire. As growth has tapered off, this system has become less viable.

There was actually a Supreme Court case in which the court decided that Social Security is not, in fact, an entitlement.

By the way, “not an entitlement” means “there is no guarantee you will get this because you are not entitled to it.” If the government decides that it just can’t afford to fund Social Security anymore, well, then you just won’t get Social Security anymore.

(Yes, I have had some very annoying discussions with people who complain about the evils of “entitlements” while defending their right to never, ever have their Social Security cheques cut.)

Medicine and hygiene being what they were back in the 1800s, there were just fewer old people around. Even if they’d had Social Security back then, it would have been a much smaller program.

Of course, there was a war going on in 1964, but it still shows just how much Social Security and related programs have expanded over the decades.

Interesting how local spending crashed between 1933 and 1945 as Federal spending took off.

 

I always look at people funny when they complain that proposed government program X or Y is socialist. “We’re already socialist,” I tell them. When government spending is 25% of the entire nation’s GDP (and I’m not sure if that even includes Social Security,) you are already living in a socialist country. If the theory that politics is really just people arguing over the budget is correct, then as the budget becomes an increasingly large percent of GDP, then I expect the political discourse to only become more heated and nastier as people’s entire livelihoods become increasingly dependent on whether or not they qualify for a government handout or program of some sort.

Finally, the Forbes article also notes:

Most importantly, trends on entitlements look a lot more unfavorable than they did in 1992. Baby boom retirements will continue to push Social Security spending upward, by about a percentage point of GDP over the next 25 years. Medicare costs actually aren’t growing as fast as they did in the early 1990s, but they are starting off a larger base, making medical inflation a more significant fiscal problem than it used to be.

I don’t think the upward trend can continue forever.

 

Time Preference: the most under-appreciated mental trait

Time Preference isn’t sexy and exciting, like anything related to, well, sex. It isn’t controversial like IQ and gender. In fact, most of the ink spilled on the subject isn’t even found in evolutionary or evolutionary psychology texts, but over in economics papers about things like interest rates that no one but economists would want to read.

So why do I think Time Preference is so important?

Because I think Low Time Preference is the true root of high intelligence.

First, what is Time Preference?

Time Preference (aka future time orientation, time discounting, delay discounting, temporal discounting,) is the degree to which you value having a particular item today versus having it tomorrow. “High time preference” means you want things right now, whereas “low time preference” means you’re willing to wait.

A relatively famous test of Time Preference is to offer a child a cookie right now, but tell them they can have two cookies if they wait 10 minutes. Some children take the cookie right now, some wait ten minutes, and some try to wait ten minutes but succumb to the cookie right now about halfway through.

Obviously, many factors can influence your Time Preference–if you haven’t eaten in several days, for example, you’ll probably not only eat the cookie right away, but also start punching me until I give you the second cookie. If you don’t like cookies, you won’t have any trouble waiting for another, but you won’t have much to do with it. Etc. But all these things held equal, your basic inclination toward high or low time preference is probably biological–and by “biological,” I mean, “mostly genetic.”

Luckily for us, scientists have actually discovered where to break your brain to destroy your Time Preference, which means we can figure out how it works.

The scientists train rats to touch pictures with their noses in return for sugar cubes. Picture A gives them one cube right away, while picture B gives them more cubes after a delay. If the delay is too long or the reward too small, the rats just take the one cube right away. But there’s a sweet spot–apparently 4 cubes after a short wait—where the rats will figure it’s worth their while to tap picture B instead of picture A.

But if you snip the connection between the rats’ hippocampi and nucleus accumbenses, suddenly they lose all ability to wait for sugar cubes and just eat their sugar cubes right now, like a pack of golden retrievers in a room full of squeaky toys. They become completely unable to wait for the better payout of four sugar cubes, no matter how much they might want to.

So we know that this connection between the hippocampus and the nucleus accumbens is vitally important to your Time Orientation, though I don’t know what other modifications, such as low hippocampal volume or low nucleus accumbens would do.

So what do the hippocampus and nucleus accumbens do?

According to the Wikipedia, the hippocampus plays an important part in inhibition, memory, and spatial orientation. People with damaged hippocampi become amnesiacs, unable to form new memories.There is a pretty direct relationship between hippocampus size and memory, as documented primarily in old people:

“There is, however, a reliable relationship between the size of the hippocampus and memory performance — meaning that not all elderly people show hippocampal shrinkage, but those who do tend to perform less well on some memory tasks.[71] There are also reports that memory tasks tend to produce less hippocampal activation in elderly than in young subjects.[71] Furthermore, a randomized-control study published in 2011 found that aerobic exercise could increase the size of the hippocampus in adults aged 55 to 80 and also improve spatial memory.” (wikipedia)

Amnesiacs (and Alzheimer’s patients) also get lost a lot, which seems like a perfectly natural side effect of not being able to remember where you are, except that rat experiments show something even more interesting: specific cells that light up as the rats move around, encoding data about where they are.

According to Wikipedia, the Inhibition function theory is a little older, but seems like a perfectly reasonable theory to me.

“[Inhibition function theory] derived much of its justification from two observations: first, that animals with hippocampal damage tend to be hyperactive; second, that animals with hippocampal damage often have difficulty learning to inhibit responses that they have previously been taught, especially if the response requires remaining quiet as in a passive avoidance test.”

This is, of course, exactly what the scientists found when they separated the rats’ hippocampi from their nucleus accumbenses–they lost all ability to inhibit their impulses in order to delay gratification, even for a better payout.

In other word, the hippocampus lets you learn, process the moment of objects through space (spatial reasoning) and helps you suppress your inhibitions–that is, it is directly involved in IQ and Time Preference.

 

So what is the Nucleus Accumbens?

According to Wikipedia:

“As a whole, the nucleus accumbens has a significant role in the cognitive processing of aversion, motivation, pleasure, reward and reinforcement learning;[5][6][7] hence, it has a significant role in addiction.[6][7] It plays a lesser role in processing fear (a form of aversion), impulsivity, and the placebo effect.[8][9][10] It is involved in the encoding of new motor programs as well.[6]

Dopaminergic input from the VTA modulate the activity of neurons within the nucleus accumbens. These neurons are activated directly or indirectly by euphoriant drugs (e.g., amphetamine, opiates, etc.) and by participating in rewarding experiences (e.g., sex, music, exercise, etc.).[11][12] …

The shell of the nucleus accumbens is involved in the cognitive processing of motivational salience (wanting) as well as reward perception and positive reinforcement effects.[6] Particularly important are the effects of drug and naturally rewarding stimuli on the NAc shell because these effects are related to addiction.[6] Addictive drugs have a larger effect on dopamine release in the shell than in the core.[6] The specific subset of ventral tegmental area projection neurons that synapse onto the D1-type medium spiny neurons in the shell are responsible for the immediate perception of the rewarding property of a stimulus (e.g., drug reward).[3][4] …

The nucleus accumbens core is involved in the cognitive processing of motor function related to reward and reinforcement.[6] Specifically, the core encodes new motor programs which facilitate the acquisition of a given reward in the future.[6]

So it sounds to me like the point of the nucleus accumbens is to learn “That was awesome! Let’s do it again!” or “That was bad! Let’s not do it again!”

Together, the nucleus accumbens + hippocampus can learn “4 sugar cubes in a few seconds is way better than 1 sugar cube right now.” Apart, the nucleus accumbens just says, “Sugar cubes! Sugar cubes! Sugar cubes!” and jams the lever that says “Sugar cube right now!” and there is nothing the hippocampus can do about it.

 

What distinguishes humans from all other animals? Our big brains, intellects, or impressive vocabularies?

It is our ability to acquire new knowledge and use it to plan and build complex, multi-generational societies.

Ants and bees live in complex societies, but they do not plan them. Monkeys, dolphins, squirrels, and even rats can plan for the future, but only humans plan and build cities.

Even the hunter-gatherer must plan for the future; a small tendril only a few inches high is noted during the wet season, then returned to in the dry, when it is little more than a withered stem, and the water-storing root beneath it harvested. The farmer facing winter stores up grain and wood; the city engineer plans a water and sewer system large enough to handle the next hundred years’ projected growth.

All of these activities require the interaction between the hippocampus and nucleus accumbens. The nucleus accumbens tells us that water is good, grain is tasty, fire is warm, and that clean drinking water and flushable toilets are awesome. The hippocampus reminds us that the dry season is coming, and so we should save–and remember–that root until we need it. It reminds us that we will be cold and hungry in winter if we don’t save our grain and spend a hours and hours chopping wood right now. It reminds us that not only is it good to organize the city so that everyone can have clean drinking water and flushable toilets right now, but that we should also make sure the system will keep working even as new people enter the city over time.

Disconnect these two, and your ability to plan goes down the drain. You eat all of your roots now, devour your seed corn, refuse to chop wood, and say, well, yes, running water would be nice, but that would require so much planning.

 

As I have mentioned before, I think Europeans (and probably a few other groups whose history I’m just not as familiar with and so I cannot comment on) IQ increased quite a bit in the past thousand years or so, and not just because the Catholic Church banned cousin marriage. During this time, manorialism became a big deal throughout Western Europe, and the people who exhibited good impulse control, worked hard, delayed gratification, and were able to accurately calculate the long-term effects of their actions tended to succeed (that is, have lots of children) and pass on their clever traits to their children. I suspect that selective pressure for “be a good manorial employee” was particularly strong in German, (and possibly Japan, now that I think about it,) resulting in the Germanic rigidity that makes them such good engineers.

Nothing in the manorial environment directly selected for engineering ability, higher math, large vocabularies, or really anything that we mean when we normally talk about IQ. But I do expect manorial life to select for those who could control their impulses and plan for the future, resulting in a run-away effect of increasingly clever people constructing increasingly complex societies in which people had to be increasingly good at dealing with complexity and planning to survive.

Ultimately, I see pure mathematical ability as a side effect of being able to accurately predict the effects of one’s actions and plan for the future (eg, “It will be an extra long winter, so I will need extra bushels of corn,”) and the ability to plan for the future as a side effect of being able to accurately represent the path of objects through space and remember lessons one has learned. All of these things, ultimately, are the same operations, just oriented differently through the space-time continuum.

Since your brain is, of course, built from the same DNA code as the rest of you, we would expect brain functions to have some amount of genetic heritablity, which is exactly what we find:

The best fitting model for 41 key studies (58 independent samples from 14 month old infants to adults; N=27,147) included equal proportions of variance due to genetic (0.50) and non-shared environmental (0.50) influences, with genetic effects being both additive (0.38) and non-additive (0.12). Shared environmental effects were unimportant in explaining individual differences in impulsivity. Age, sex, and study design (twin vs. adoption) were all significant moderators of the magnitude of genetic and environmental influences on impulsivity. The relative contribution of genetic effects (broad sense heritability) and unique environmental effects were also found to be important throughout development from childhood to adulthood. Total genetic effects were found to be important for all ages, but appeared to be strongest in children. Analyses also demonstrated that genetic effects appeared to be stronger in males than in females.”

 

“Shared environmental effects” in a study like this means “the environment you and your siblings grew up in, like your household and school.” In this case, shared effects were unimportant–that means that parenting had no effect on the impulsivity of adopted children raised together in the same household. Non-shared environmental influences are basically random–you bumped your head as a kid, your mom drank during pregnancy, you were really hungry or pissed off during the test, etc., and maybe even cultural norms.

So your ability to plan for the future appears to be part genetic, and part random luck.

Les Miserables

Do you hear the people sing?

It has long amused me that one of America’s favorite plays is essentially pro-communist propaganda.

“But wait,” I hear you saying, “Isn’t Les Mis about the French Revolution, which is totally like the American Revolution’s little brother?”

No. Les Miserables takes place during the June Rebellion of 1832. The French Revolution happened in 1789, about 40 years earlier.

That’s kind of like the difference between 1945 and 1988, or 1968 and 2012.

“Ah,” you say, “but weren’t the French into all of that liberty and equality stuff? Isn’t that what the revolution is all about, just like the American Revolution?”

Look, did you hear anyone in the musical singing about how the taxes on their tea/coffee/wine were too high? Or how they wanted to vote? Or pretty much anything about liberty?

The whole play is about how much life sucks for the French proletariat because they are being oppressed by the state and the petty bourgeoisie.

Communism and democracy were not originally thought of as opposites. Communism is just a later evolution of the same intellectual tradition that brought us democracy.

You think of government and business as two different entities–unless you are an anarchist, of course. If you are an anarchist, you know they are one, and you are correct. It doesn’t matter who wears the boot that stomps your face–king, president, dictatorship of the proletariat, corporate boss–it’s still a boot stomping your face.

Not long before the American and French Revolutions–the big one, in 1789, with Robespierre and the guillotines and the Tennis Court Oath and whatnot–the economic and political system in Europe were one and the same.

You knew this, of course, because you studied Medieval and early modern European economics, manorialism and feudalism in school during the 11 months of white history, right? If so, you can skip to the end.

But if all you remember from history class is something about a bunch of art that was painted in the Renaissance, and then blah-blah-Athenian Democracy-something-something-American Revolution?

*Sigh*

Okay. So “feudalism,” is basically a contractual system of obligations and responsibilities between land owners and tenants. Wikipedia defines it as, “a combination of legal and military customs in medieval Europe that flourished between the 9th and 15th centuries. Broadly defined, it was a way of structuring society around relationships derived from the holding of land in exchange for service or labour.” This is the super-simplified version.

The Medieval Lord, starting in the early Middle Ages, was the guy who owned a big chunk of land, typically called a manor. He owned it because he or his ancestors had conquered it, or because he or his ancestors got it from the king who’d conquered it, and no one else had the military power to conquer him and take it away from him.

The lord’s vassals were people who received a chunk of land to live on and farm in exchange for swearing loyalty and rendering certain services to the lord. For example, they might be required to tend to the lord’s fields 2 days a week (leaving 5 days for their own.) Or they might be required to serve one month a year in the lord’s army, in exchange for which the lord guarantees that they won’t get conquered.

Economically, the vassal might be required to only take his grain for grinding to the lord’s mill, in exchange for which the lord guarantees him access to a functional mill, or to only mate his cows to the lord’s bull, in exchange for which the lord guarantees a higher quality bull than the peasant could afford on his own. The vassals were required to take their disputes to the lord for adjudication, and the lord was required to provide sound legal judgment on the cases brought before him.

The manor was the basic economic and legal unit of medieval society, producing all or nearly all of the goods necessary for its residents, including a bakery and mill for bread production, a tannery for leather, and quite often, luxury trade goods, like wine. The system was not limited to lords and their vassals; not only were there a variety of noble landholders, independent landholders, etc., the Roman Catholic Church also owned a great deal of land, which was similarly administered. I have read that 20% of the land in France on the eve of the French Revolution was actually owned by the Catholic Church. The system persists, diminished, in many monasteries–like the Grande Chartreuse Monastery, whose monks and nuns have supported themselves via the production and sale of Chartreuse Liquor since the early 1700s. (The monastery itself was founded in 1084.)

HBD Chick has all sorts of interesting things to say about manorialism, and in particular, how it (and the Catholic decree against cousin marriage,) may have selected for certain personality traits that influenced the development of modern Europe.

Interestingly, during the Ostsiedlung, the German eastward expansion that took place between about 1,000 and 1945 the 1400s, manorialism was spread to eastern Germany via recruitment of people from western Germany to come live in what we would now call “company towns.”

I believe the Germans also used a similar selection process when immigrating to German-founded towns in the US, probably resulting in German immigrants to the US being a particularly high-quality lot.

But an even more interesting case is the Dutch East India Company. Established in 1602, it was granted by the Dutch parliament,

“a 21-year monopoly to carry out trade activities in Asia. It is often considered to have been the first multinational corporation in the world [2] and it was the first company to issue stock.[3] It was a powerful company, possessing quasi-governmental powers, including the ability to wage war, imprison and execute convicts,[4] negotiate treaties, strike its own coins, and establish colonies. … By 1669, the VOC was the richest private company the world had ever seen, with over 150 merchant ships, 40 warships, 50,000 employees, a private army of 10,000 soldiers, and a dividend payment of 40% on the original investment.[27]” —Wikipedia

The Dutch East India Company engaged in a bunch of wars, and its territory later became the Dutch East Indies, which in turn expanded and became the modern country of Indonesia, to say nothing of their activities in other countries.

Closer to home,

“Nine of the original American colonies were colonial corporations whose charters granted them broad governmental powers subject to retention of “English liberties” by the residents therein and the king’s right to collect customs on merchant shipping. “…one Body corporate and politique in Fact and Name, by the Name of the Governor and Company of the Mattachusetts Bay…” was typical language in these charters. These corporations were even sometimes (as in this case) sold from one set of investors to another: the modern legal distinction between commercial and political (e.g. municipal) corporations was not yet common. …

Anyway, by the time of the American Revolution, feudalism was on the decline. It was still vaguely around in France, making trouble for people now that regular economic activity crossed old feudal jurisdictions, and Wikipedia claims that some feudal landholdings were still around in Germany until just before WWII, but large tracts of free, open land on the American continent meant that feudalism had never been a major force over here. When American colonists ran short on land, they could just engage in a little class warfare and redistribute it from the Indians to themselves.

What is this fancy new idea that came roaring in with the American and French Revolutions? What is democracy? We Americans think of democracy as simply the right to vote for our own government. Where the opening up of vast new tracts of land had effectively made each man the master of his own economic destiny, the American Revolution made them, collectively, masters of their political destinies.

But back on the continent, the vestiges of feudalism still persisted; vast tracts of land were not free for the taking. Revolution came not just to the political, legal end of the system, but also the economic.

The latter was involved in the Conspiracy of the Equals of 1796 intending to establish a revolutionary regime based on communal ownership, egalitarianism and the redistribution of property.” — Wikipedia

By the time Les Miserables was published in 1862, Marx’s Communist Manifesto was already 14 years old, and communism had gone from being a sub-text in the French Revolution to a full-fledged ideology in its own right. The 1832 rebellion described in Les Miserables falls smack into the time of the early communist development, predating the publication of the Communist Manifesto by only 16 years.

Les Miserables is not about liberty, in its anarchic sense nor its American sense. It is not, for the most part, about the values that compelled Americans into their revolution. It is about the tribulations of the poor, miserable, wretched French proletariat. It is about the democratization not of the political order, but of the economic order.

It’s really the perfect combination. American elites lean communist and can appreciate Les Mis for what it is without explicitly endorsing Stalinism. But the American lower classes can also join in, enjoying the illusion that it has something to do with the founding American mythology.

Land Value Tax and Coherent Ownership for Civilization

In a perhaps-not-weird coincidence, the villains in both of the children’s programs I saw today were land developers.

So I was thinking yesterday about the need for coherent ownership to ensure that countries remain nice places that serve the interests of their inhabitants, (the potential implications of which you can probably work out for yourself, especially if you’ve eve had to actually deal with a divided-ownership situation like an HOA,) and I got to thinking about the possibilities of the Land Value Tax (LVT) as a force for civilization and long-term efficient land management.

The LVT differs in important ways from a property tax, and should be the basis for our American tax system, rather than income tax + everything else under the sun, so I’m going to go into a bit of detail.

The LVT is a tax on the unimproved value of the land–not the value of the buildings, gardens, or other things you might build there.

By contrast, a property tax is assessed against the value of the whole property, including all of the stuff on it.

What this means:

Let’s say that you and your neighbor both own a chunk of land. Like most adjoining pieces of land, they’re basically identical–you have a few more trees, he has a few more rocks, but nothing major. Under an LVT, you each owe the same amount in taxes–a percent based on the sale value of the land itself, which is of course identical for the two pieces. If you build a nice house on your land, and your neighbor leaves his as weeds, you still get taxed the same. If you let your house become a decrepit ruin while your neighbor builds an apartment complex, you still get taxed the same.

When you are making better use of your land than your neighbor, you make more money than he does. When he makes better use of his land than you do, he makes more money.

Now, let’s suppose we have a property tax (as we currently do.) You and your neighbor start out with identical plots of land, and so equal taxes. But when you build a house and he leaves his as weeds, the value of the house is added to your taxes–and you now pay more taxes. If you let your house become a decrepit ruin while the neighbor builds an apartment complex, you now pay less in taxes and he pays more.

In other words, under a property tax, making better use of your land results in higher taxes, while making worse use of the land results in lower taxes.

The LVT lines up the landowner’s and society’s interests to incentivize efficient land use. The property tax puts land owners and society in conflict, by punishing landowners for making improvements to their properties.

America’s inner cities are a disgrace. I cringe to think of foreign tourists visiting DC and wandering into Anacostia, or one of its other slums. I cringe to think of anyone living in these places. (After you read that, go watch “Holes in my Shoes”–it’s available on Netflix–and consider the important differences.)

There is no reason why real estate in the heart of American cities should look like this. The value of the land is high–virtually identical to the value of land with mansions, skyscrapers, or factories–but these properties have been left, instead, to fall apart.

And while gentrification is generally supposed to be bad for the people involved, long term, I suspect that coherent land-use strategies would lead to greater general prosperity, benefiting the community’s poorer members by providing jobs and nicer housing.

If society wishes, certain tracts of land may be set aside for nature parks (as they currently are) or for use by people who may not wish to live in cities, like, say, the Pygmies or the San.

 

I have often commented that after centuries of decay, the only way to get a nice city is to bomb it to the ground and then rebuild from scratch:

Obviously it would have been superior for the people if someone had moved all of them out of the way, first.

At least an LVT would help incentivize individuals to keep their own parcels nice. To keep an entire city nice, to deal with problems that emerge after centuries of use, like streets that can no longer handle the amount of traffic trying to use them or antiquated sewer systems, probably requires something else, like some form of coherent ownership that can step in and take control of whole neighborhoods, at least once a century.

Perhaps a workable system would be for one individual or small collection of individuals to “own” a city, but to lease individual chunks of it for one year, ten year, or longer chunks of time. During that time, the leasee would be free to modify the property however they saw fit, and the terms of the lease would mirror those of the LVT. When large chunks of the city eventually need updating, the owner could decline to lease out relevant parcels until they have had a chance to make the necessary changes.

Speculative ideas are speculative.

Family, Nation, and History

What does it mean to belong?

Despite my inauspicious start, it turns out that I do have history of my own. For privacy reasons, I can’t give too many details, but so far, after reading family histories assembled by my grandparents, I’ve found immigrants in the early 1700s, the 1600s, and sometime between 60 and 12,000 years ago–the exact dates of that particular migration episode is still being debated–but none in the 1800s or 1900s. (This may, of course, be merely an issue of incomplete genealogy.) I can count over a dozen ethnic groups in my family tree (though I should note that I consider the “American Nations” ethnic groups, which you may not.)

If anyone has a right to call themselves an “American,” then I suspect I do.

My husband’s family I laughingly refer to as immigrants. Okay, half of them are good, old-stock Americans. The other half, though, seem to have immigrated at some point during the 1800s. Or maybe even the early 1900s.

I have no connections to the old country; indeed, I don’t really have an old country–there is no one place that a majority of my ancestors came from. I have never had any sense of being anything other than what I am, and for much of my life, not even that. For many years, actually, I operated under quite incorrect assumptions about my origins.

On a practical level, of course, it doesn’t really matter–I would still be me if it turned out I arrived here as an infant from Kazakhstan and my whole “history” was a colossal mix-up with someone else’s. But this is my history, and as such, it is special to me, just like that ragged old bear in the closet my grandmother made. It might be worthless to you, but it’s mine.

What does it mean to have a history?

When I read about the various Bering Strait theories, I think, “Some of my ancestors were there, hunting mammoths.”

When I look at the British, French, and Spanish colonies and the American Revolution, I get to think, “Some of my ancestors were there.” Indeed, some of them were influential folks in those days. When I think about the values of the Declaration of Independence and the Bill of Rights, I can say, “These were my ancestors’ ideals.”

When I look at the Civil War, well, there’s a lot of family history. My grandmother still tells the stories her great-grandmother told her about watching the Yankees burn down the family farm.

Some ancestors were pioneers. Some were farmers and some professors and some scientists who helped develop technologies that sent satellites into outer space.

And yet… Nationalism isn’t really my thing. Bald eagles, Stars and Stripes, the Pledge of Allegiance… they’re all a big nope. I don’t feel much of anything for them. I have no interest in the “Southern Cause,” and I don’t even have a particular affection for Americans–most of my close friends are immigrants. And as previously stated, I am not a white nationalist–IQ nationalist is a much better description. I like smart people.

I look out for American interests because I happen to live here. If I lived in Japan, I’d look out for Japan’s interests, simply because anything bad that happened in Japan or to the Japanese would also be happening to me–even though I’d be an immigrant with no particular history there. It is natural (particularly among leftists) to assume, therefore, that immigrants to the US may do the same.

(Edited to clarify: Commonly assumed things are often wrong. Many on the left assume that unprecedented numbers of immigrants from non-Western cultures will adopt American culture in a way that does not substantially change it. The whole point of this post is to discuss the nebulous effects of cultural change and ethnic identity. Unfortunately, I don’t have a lot of graphs for “How proud I feel while looking at a picture of George Washington,” so this is difficult to express.)

In fact, I know plenty of immigrants who have far more nationalism for their adopted country than I do.

(Edited to clarify: I happened to write this after visiting the home of an immigrant family that had framed versions of the Pledge of Allegiance and the Signing of the Declaration of Independence on their walls. I recognize that these people are really glad to be in this country, which they consider a vastly superior place to the one they came from.)

Is it of any importance that people have some sort of cultural connection to the place where they live?

A lot of these came from Migration Policy Institute, but I’ve tried to use a variety of sources to avoid any particular bias or inaccuracies.

Now here we began with poetic waxing about one’s ancestors, and are whining about Irish criminality in the 1800s and how hard it is to get a job. BTW, Irish criminality was a real problem.

The correlations are suggestive, but unproven, so let’s get back to nostalgia:

In the period from 1890-1920, the most common elements in the song titles seem to be family relations, friends, and nostalgia: Pal, Mammy, Home, Land, Old, Uncle, etc. This is in stark contrast to 1990-2015, when some sort of apocalyptic accident destroyed our ability to spell and we reverted to a savage state of nature: Hell, Fuck, Die, U, Ya, Thang.

Even in my own lifetime, historical nostalgia and appreciation for America’s founders seems to have drastically waned. As a child, Westerns were still occasional things and the whole mythology surrounding the settlement of the West was still floating around, though obviously nothing compared to its height in the 50s, when people were really into Davy Crockett:

The “American Girls” line of books and toys was a big deal when I was a kid, featuring historically-themed dolls and books focusing on the American Revolution, Pioneers, Civil War, Industrialization, and WWII.

Today, the line has been re-branded as “Be Forever,” with far more focus on modern girls and cultural groups. Even the historical books have been re-designed, with “American Girl” reduced to fine print and “Be Forever” scrawled across the covers. The Revolutionary War, Pioneer, and WWII dolls have all been “retired” from the line. Yes, American history without the Revolution. The Civil War doll is still there, though.

Are slavery and the Vietnam protests the only parts of our history that we remember anymore?

In Defense of Planned Parenthood

Abortion and birth control are important tools in the ultimate human thriving toolkit.

Unless you want to eliminate all the robots and go back to agricultural labor (which is not going to get you an interstellar society,) you will have to deal, somehow, with all of the humans who don’t have the chops to survive in society. Letting people starve in the streets is inhumane and inspires people to fund large social welfare states, which may have negative long-term effects.

Historically, death rates were very high, especially infant mortality. My great-great grandparents lost over half of their 16 children before the age of five; such was normal.

The effects of declining infant mortality are happy parents, of course, but also long-term degradation of the gene pool, overpopulation, and eventual systemic collapse as we burn through the Earth’s resources. We’re already seeing this, both in increasing reaction times (it looks like Whites are getting dumber, and Ashkenazi IQ is probably plummeting, relatively speaking,) and the flooding of high-breeding peoples out of their exhausted biomes into fresh territory to consume (to the detriment of those trying to maintain a non-degraded biome.)

As I believe I have mentioned before, there is nothing like a parenting forum to convince you that parents are idiots. Unfortunately, a very large percentage of people become parents because they are too dumb not to.

I recently had a conversation with a friend who tried to reassure me that this was not a problem. “Don’t worry,” they said. “Dumb people have always had more kids than smart people.”

“No,” I said. “No no no. Dumb people did not historically have more kids than smart people.” History was brutal; 20-50% infant mortality was the norm, and people who did a better job taking care of and providing for their children had more children who made it to adulthood than those who didn’t.

No one in their right mind wants to simply eliminate all maternal and childhood medical care (and hygiene) so we can return to the age of high infant mortality. There are far better solutions than giving everyone Smallpox and seeing who makes it. But you also do not want a situation where the primary barrier to reproduction is actually intelligence.

The obvious solution is free IUDs for everyone. Globally. The long-term planners will get theirs removed when they’re ready to have children, and the short term planners will be able to go about their business without making “oopsies.” People who want 18 children will still be able to have 18 children, but people who don’t have the resources to support children don’t have to have any.

Abortion also plays an important role in the maintenance of modern society. Ideally, free abundant birth control would eliminate most of the need for abortion, but there will always be mistakes, medical complications, and non-viable fetuses of various sorts. Eliminate these earlier, not later.

These are not the children of intelligent, healthy, well-adjusted people who have some weird phobia of childbirth. These are fetuses with health problems and fetuses whose parents don’t have the resources, mentally or physically, to take care of them. The apple does not fall far from the tree, and genetically, those children will inherit their parents’ traits. If you are not volunteering to raise those fetuses (and their fetuses) yourself, then I think you should give some serious thought to who you think will.

After all is said and done, I don’t care what Planned Parenthood does with aborted fetuses, so long as they’re disposed of hygienically. They’re already dead, for goodness sakes.

The Candy Crush Career Track

Candy Crush, Bejeweled, Farmville, and many other games are exceedingly dumb ways to pass your time–and yet, chances are you’ve played some version of them anyway. People have, collectively, spent millions of potentially-productive hours on such games. Even more amazingly, people have spent millions of dollars in actual money on these games.

These games work because they’re addictive. Click the screen a few times, and corn appears! Wow! So you click the screen again, hoping more corn will appear. But as you “progress” through the game, each level becomes harder, takes longer, or requires more clicks. Next thing you know, you’re pulling out your phone at family functions to check on your fake corn instead of socializing with your cousins, or getting mugged on the subway because you were too busy swiping candies to pay attention to your surroundings.

Our career tracks have become far too similar.

I had the luck to catch up with a friend recently during a rare moment of down time. Way back in highschool, she decided to dedicate her life to one of those careers that shows a true commitment to helping others. Her adulthood, so far: 4 years of college; 4 years of grad school; 4 years of training; 2 years in a specialization program. By the time she has any hope of even being geographically settled instead of moving every few years, assuming she can get a job that will let her settle, she’ll be in her mid to late 30s. By the time she’s paid off her education debt, she’ll be in her 50s. Whether she wants kids or not, the question is practically moot.

It’s like the Farmville of real life, only instead of crops, you harvest degrees and grants and papers and fellowships.

Why pursue such a track? Yes, obviously, because she’s passionately committed to helping others, which is what she does. But also because our system requires and rewards such behavior.

There is absolutely no damn reason a JD or MD requires 4 years of college in addition to the programs themselves. There is no damn reason not to expedite a new doctor or lawyer or scientist or pretty much anyone else’s path to geographic and income stability.

When we ask why smart people don’t have more children, a big reason is that smart people are up to their eyeballs in debt, working 12 (or 24!) hour days, and constantly moving in hopes of finally getting enough points on their resumes to score a permanent job.

Fuck, people struggle just to get volunteer jobs.

Meanwhile, compare our friend to an Amish farmer. The work is hard. Back-breaking, sweaty, sometimes disgusting. If you’re unlucky, you could get trampled by a cow or something.

But there are no degrees. You don’t have to go to school to learn how to milk a cow and plow a field; your parents taught you that. There’s very little in the way of career advancement. You’ve been doing farm labor since you were four or so, and you’re likely to continue doing it until you die. You know you’ll probably have a job next year, how much money your crops will bring in, and if you need a new barn, your family will probably pitch in and help you out.

And the Amish have a lot of children. According to the Wikipedia, there were 5,000 Amish in 1920, and there were 290,000 Amish in 2014–and that’s not counting all of the ex-Amish who’ve left the faith over the years.

The same is true for people who aren’t Amish, but who face similarly limited career opportunities. If you can’t advance, you focus your energies elsewhere. If your phone dies because you forgot to charge it, you might be forced to actually interact with the people around you or read a goddamn book for a change.

I like having doctors. I like scientists. I can even stomach the thought of having some lawyers for certain purposes, like helping people fill out their wills. But we have to expedite the process.

The Recent Development of High European IQ

You know what’s kind of awesome? Understanding the economic development level of virtually every country on earth becomes much easier as soon as you realize the massive correlation between per capita and IQ–and it gets even better if you focus on verbal IQ or “smart fraction” vebal IQs:

According to the Guardian article about the paper British Economic Growth 1270-1870, “estimates that per capita income in England in the late middle ages was about $1,000 or £634 a year when compared with currency values in 1990.

“According to the World Bank, countries which had a per capita income of less than $1,000 last year included Ghana ($700), Cambodia ($650), Tanzania ($500), Ethiopia ($300) and Burundi ($150), while in India – one of the BRIC emerging economies – the gross income per capita stands only just above medieval levels at $1,180.”

The problem with doing the graph this way is that it doesn’t control for population growth. Obviously the US expanded greatly in population between 1700 and 1950, crushing the rest of the world’s GDP by comparison, without anyone else necessarily getting any poorer. It would be nice if the graph included Africa, because I wonder how things like Mansa Musa’s gold mines would show up.

At any rate, here is my impression, which this graph basically seems to back up:

Around the time of the Romans, “Europe” and the Middle East had similar levels of development, integration into global economy, etc. The fall of the Roman Empire coincided with the Middle East pulling ahead in math, science, and nice-looking buildings.

Meanwhile, India and China were doing quite well for themselves, though it’s not clear from the graph how much of that is population. I would not be surprised to find similar numbers for per capita GDP at that time, though.

Then around 1000, Europe starts to improve while the Middle East falls behind and stays there. I suspect this is in part because cousin marriage became more common in the Middle East between 0 and 1000 while simultaneously becoming less common in Europe, and because the Middle East probably didn’t have much arable land left to expand into and so population couldn’t increase very much, whereas the Germans started their big eastward migration about then, (The Ostsiedlung–goodness, it took me a while to figure out how that’s spelled.) increasing the number of Europeans in our cohort and spurring growth.

India, meanwhile, went downhill for a long time, for I have no idea why reasons. China was doing great until quite recently, when it apparently went capootie. Why? I don’t know, but I think part of the effect is just Europe (and the US) suddenly pulling ahead, making China look less significant by comparison.

So. Extrapolating backwards from what we know about the correlation between GDP and verbal IQ, I suspect Western Europe experienced a massive increase in IQ between 1000 and 1900.

A large chunk of this increase was probably driven by the German eastward expansion, a rather major migration you’ve probably never heard of. (As HBD Chick says, “from a sociobiological point-of-view, probably the most underappreciated event in recent western european history. that and the reconquest of spain.”) Another large chunk was probably driven by various cultural factors unique to manorialism and Christianity.

Windmills began popping up in Western Europe in the late 1100s (given that they seem to have started in France, England, and Flanders, rather than in areas geographically closer to the Middle East, it seems unlikely that the European windmills were inspired by earlier Middle Eastern windmills, but were instead a fairly independent invention.

Watermills were an earlier invention–the Classical Romans and Greeks had them. The Chinese and Middle Easterners had them, too, at that time. I don’t know how many mills they all had, but Europeans really took to them:

“At the time of the compilation of the Domesday Book (1086), there were 5,624 watermills in England alone, only 2% of which have not been located by modern archeological surveys. Later research estimates a less conservative number of 6,082, and it has been pointed out that this should be considered a minimum as the northern reaches of England were never properly recorded. In 1300, this number had risen to between 10,000 and 15,000. [Bold mine.]By the early 7th century, watermills were well established in Ireland, and began to spread from the former territory of the empire into the non-romanized parts of Germany a century later. Ship mills and tide mill were introduced in the 6th century.” (Wikipedia page on Watermills.)

In short, by the 1300s, Europe was well on its way toward industrialization.

IMO, these things combined to produce a land where the clever could get ahead and have more children than the non-clever, where those who could figure out a new use or more efficient milling design could profit.

Oh, look, here’s something relevant from HBD Chick, quoting Daniel Hannan’s article in the Telegraph:

“‘By 1200 Western Europe has a GDP per capita higher than most parts of the world, but (with two exceptions) by 1500 this number stops increasing. In both data sets the two exceptions are Netherlands and Great Britain. These North Sea economies experienced sustained GDP per capita growth for six straight centuries. The North Sea begins to diverge from the rest of Europe long before the “West” begins its more famous split from “the rest”. [W]e can pin point the beginning of this “little divergence” with greater detail. In 1348 Holland’s GDP per capita was $876. England’s was $777. In less than 60 years time Holland’s jumps to $1,245 and England’s to 1090. The North Sea’s revolutionary divergence started at this time.’

The result, I suspect, was an increase in average IQs of about 10 to 15 points–perhaps 20 points in specific sub-groups, eg Ashkenazi Jews–with an overall widening of the spread toward the top end.

Let’s Talk Math

Here’s a hypothetical for you. Suppose Population A and Population B both live in a country. Population A started the place. They built it from scratch–farms, roads, transportation networks, the whole sheboodle. Population B doesn’t do so well financially, educationally, or organizationally, but they sure do have a lot of kids. In fact, while PopA has a modest 2 kids per couple, PopB does its best to turn out 6 or 7.

Most of PopA is totally oblivious, but a few smart guys in PopA can do math, and realize that pretty soon, PopB will outnumber them. Some among them start claiming that if they let PopB run things, well, things’ll just stop running.

Why do economists fail at basic math?

In “Open Borders and the Hive Mind Hypothesis,” economist Nathan Smith writes:

Open borders, in the sense of the abolition of policies restricting migration, would cause billions of people to migrate, and result in almost a doubling of world GDP. Based on a model that stresses human capital as a determinant of the wealth and poverty of nations… two openborders scenarios are constructed. In the first, “pure market clearing” scenario, world GDP rises 91% as 82% of the world’s population migrates, mostly to the West … In the second scenario, with several adjustments made to favor greater realism at the expense of some arbitrariness, world GDP rises 85% as 58% of the world’s population migrates…”

Jesus effin’ Christ. According to Google, there are 7.3 billion people on the planet. About 1 billion of them live in the West/1st world nations. About 6.3 billion of them live in “developing countries.” I’d calculate average population density of the West, but places like Australia (90+% desert) and Russia (Siberia) have big chunks of very difficult to live on land that would render the calculation meaningless. However, it is pretty easy to grok that the population density of Europe and Japan, especially relative to its arable land, is already pretty darn high:

So forgive me if I think the idea of cramming 5.17 billion people into the first world actually sounds horrific. Where would you put everyone? How would you feed them? Surely not with crops grown by people on newly freed-up land back in Africa–folks with a TFR of 7 or 8 aren’t going to stop having babies just because they suddenly got the resources to feed more of them. Africa’s population will stay the same.

Even the more modest scenario implies the immigration of 3.65 billion people, resulting in a quadrupling of the West’s current population.

I don’t care what your model shows. This is a recipe for destroying the planet.

Of course, there are factors other than GDP to consider. Like total arable land, crime rates, or having a pleasant community full of people you like and trust–but these are not factors that economists consider valid. We must sacrifice all to the mighty GDP.

 

Later in the article, he admits that all of his models are based on total assumptions about the way wealth is generated (having dealt with humans, I suspect that assumption is “magic,” but I could be wrong,) and that other models actually show a 25% reduction in global GDP under open borders. This is fine, of course, because someone else might benefit. I mean, not you. You’ll probably starve to death in a smog-ridden hellscape.

For that matter, if you really want to alleviate poverty, you can just give 25% of your income directly to the third world, and then no one has to go through the expense and trauma of moving. I seem to remember a post on Slate Star Codex arguing that it was more effective to just build houses for people in Africa than to ship people to Sweden and then build houses for them there, but now I can’t find it. Maybe it was a different blog? Either way, the point stands: there are probably better ways to raise up the bottom end of society than crashing the whole system.
